1. Targeted Participation Program information

The Targeted Participation Program provides funding that enables organisations to promote participation, healthy lifestyles and active engagement of Western Australian communities in sport and active recreation, with a focus on evidenced based low participation groups.

In 2020/21, funding for Targeted Participation Program is being provided as a joint initiative between the Department of Local Government, Sport and Cultural Industries and Healthway.

Each year, the targeted priority populations may change, dependent on government priorities, policy objectives, and assessment of community need. These will align to the department’s strategic plan and Healthway’s high priority target groups. 

The department and Healthway are seeking applications for projects that create quality, affordable sport and active recreation opportunities with a focus on engaging the evidence based low participation groups. 

Projects are required to increase participation in physical activity and encourage pathways into community sport or active recreation. These opportunities should also provide a platform to promote the importance of healthy lifestyles and create healthy environments to support participation.

Projects that can provide evidence of collaboration with other community service providers and/or sport and community groups are encouraged to apply.

There is one category available:

Category three funding value $5000 fixed per annum

This is an annual competitive funding round for projects that increase the engagement of targeted participation groups and targeted populations in sport and active recreation.

1.1 Objectives

The joint objectives of the Targeted Participation Program for the department and Healthway are as follows:

  • Targeted investment into specific community sport and active recreation outcomes developed through community consultation and partnerships;
  • Programs that create sustainable, affordable and quality sport and active recreation opportunities and pathways to engage targeted populations;
  • Activities that increase the engagement and physical activity of low participation groups;
  • Programs that support healthy behaviours;
  • Programs that increase participant wellbeing, resilience and self-esteem through connection to community;
  • Programs that improve the understanding of the benefits of physical activity and healthy lifestyles; and
  • The creation of healthy environments.

1.2 Target populations

Target populations will be determined based on a combination of data including: the 2016 Australian Bureau of Statistics census; Socio-Economic Indexes for Areas (SEIFA); and other relevant statistical information. The target populations are:

  • Disengaged youth
  • Aboriginal
  • Culturally and Linguistically Diverse (CaLD)
  • People with disability
  • Seniors (60+)
  • Insufficiently active
  • Adolescent girls (12 to 17)
  • Low socio-economic

1.4 Definitions

Active recreation
Activities engaged in for relaxation, health and wellbeing or enjoyment, with the primary activity requiring physical exertion, and the primary focus on human activity.
Community organisations
Organisations that facilitate activities and/or deliver training and/or partner with Peak Bodies/State Sporting Associations to deliver sport and active recreation industry outcomes throughout Western Australia and must meet eligibility criteria in the application form.
Industry Representative Organisation/Peak Body
As recognised by the department, a peak body or umbrella organisation that represents an aligned industry segment and provides advocacy, leadership, guidance and strategic direction for the related activity state-wide. State-wide representation can include direct membership, and/or club and/or regional association affiliations.
Local government authorities
Local government is the “grassroots” level of government in Australia. Its council members are ideally placed to monitor the changing needs of local communities, to plan and implement strategies to meet those needs, and to bring local concerns to the attention of the State Government and Commonwealth Government.
Local community groups
Organisations that implement sport and active recreation activities that bring about improvement in the social well-being of individuals, groups and the community.
A human activity involving physical exertion and skill as the primary focus of the activity, with elements of competition where rules and patterns of behaviour governing the activity exist formally through organisations and is generally recognised as a sport.
Sport and recreation clubs
An incorporated association who delivers sport and recreation activities to the community and may or may not be affiliated with a National Sporting Organisation, State Sporting Association or Industry Representative Organisation/Peak Body.
State Sporting Association
As recognised by the department, the pre-eminent representative organisation taking responsibility for the development of the sport in Western Australia and holds formal affiliation with the recognised National Sporting Organisation. The activity meets the Australian Sports Commission’s definition of sport.

1.5 Targeted Participation Program Investment Framework

An overview of the 2020/21 Targeted Participation Program Investment Framework is provided below.

Please note: category one and category two are not available in 2020/21. Category one, category two and category three will be available in 2021/22.

$5000 fixed per annum


Activities increase the engagement of low participation groups and targeted populations in sport and active recreation.

1.6 Funding may be used for the following:

  • Personnel costs (e.g. employment of staff etc.);
  • Training of volunteers (e.g. Working with Children Checks/first aid training for volunteers);
  • Venue and equipment hire (not owned or occupied by applicant);
  • Training and workshops;
  • Insurance;
  • Marketing/communication costs (e.g. advertising, promotion, printing etc.);
  • Administration (e.g. telephone, postage, stationary etc.);
  • Catering;
  • Provision of interpreting and translating services; and
  • Transport/travel (e.g. participant bus transport or fuel costs, facilitator travel to regional locations, Perth or from interstate etc.).

1.7 Funding may not be used for:

  • Existing or ongoing organisational costs;
  • Program/activity has already taken place;
  • Purchase of merchandise or equipment (e.g. clothing, water bottles, goals, balls etc.);
  • Trophies, prize money and gifts;
  • Individual membership fees;
  • Capital works;
  • Projects undertaken during school hours;
  • Overseas travel; or
  • Projects undertaken outside of Western Australia.

1.8 Working with Children Checks and Child Safe Organisations

Organisations must demonstrate a commitment to create a safe environment for children and young people; this includes complying with the Working with Children Check (Criminal Record Checking) Act 2004 and adherence to the National Principles for Child Safe Organisations.

All applicants will be required to complete Part 1 of the Child Safeguarding Self-Assessment provided by the department with successful category one recipients required to complete part 2 of the Child Safeguarding Self-Assessment within 6 months of funding commencement.

2. How to apply

  • Read these generic Targeted Participation Program guidelines, along with category three guidelines, assessment criteria and supporting information on the department's website;
  • Contact the department on 61 8 9492 9700 to discuss your application. Regional applicants can contact their local regional department office below to discuss your idea;
  • Complete the application form (including providing all necessary documents) and part 1 of the Child Safeguarding Self-Assessment;
  • Provide a copy current public liability insurance certificate;
  • Submit your application by no later than 5.00 pm on the closing date (see important dates under 2.1); and
  • Only one application per organisation per financial year may be considered.

3. Supporting information for your application

3.1 Application forms

The application form for category three is available on the department's website.

3.2 Financial information

When completing the project budget in the application form, organisations should consider the following:

  • Value for money – the proposed budget realistically enables the project outcomes to be achieved and demonstrates an efficient use of resources and a clear investment from other sources;
  • Comprehensive budget – the budget demonstrates accurate costings for the project and details a breakdown of each budget item e.g. salary item $6,500 (= $25/hour x 200 hours + 20% on costs);
  • Other funding sources – identify all other sources that have been approached to fund the project and whether funding has been confirmed;
  • In-kind support – list any in-kind or funding support from other sources/partners; and
  • Participants – include costs to participants (if any).

In addition, each organisation must:

  • Complete the online application form and complete Part 1 of the Child Safeguarding Self-Assessment;
  • Be incorporated under the Associations Incorporation Act 2015 (Western Australia) and have an Australian Business Number (ABN);
  • Have acquitted all previous department and Healthway grants prior to the application being submitted, unless the grant is still current;
  • Complete a solvency declaration (see section 5 of the application form); and
  • Provide a copy of their current $10 million public liability insurance certificate.

3.3 Support material

Organisations may wish to supply supporting documentation to strengthen their application (maximum of 10 documents). This may include (but not limited to):

  • Planning documents
  • Letters of support
  • Samples of promotional material
  • Summary of funding

3.4 Additional grant requirements

In addition to the department requirements, all successful organisations must meet the following minimum Healthway requirements as a condition of funding:

Healthway minimum health policy requirements

  • All indoor and outdoor areas must be maintained as smoke-free;
  • E-cigarettes are also prohibited as part of the smoke-free environment requirement;
  • Healthy food and drink options must be available should catering be provided at activities or events;
  • Free drinking water must be available at activities or events;
  • Adequate sunshade must be available, where applicable;
  • Safe warm-up practices for physical activity must be adhered to, where applicable;
  • Alcohol or unhealthy food/drink (or vouchers for same) must not be provided as prizes or awards;
  • Low strength alcohol and non-alcoholic choices must be available should alcohol be available at activities or events;
  • No activities or promotions that encourage rapid consumption of alcohol (e.g. discounted drink prices, happy hours, drinking competitions), should alcohol be available at activities or events;
  • Ensure alcoholic drinks are served in standard-sized drink portions, should alcohol be available at activities or events;
  • No promotions or event names that glamorise getting drunk or imply that getting drunk is desirable e.g. providing drinks or cocktails with names that imply they will get you drunk;
  • A boxing program that involves fitness and basic sparing techniques would be eligible for consideration. Any competitions and/or activities that deliberately allow targeting of the head within the rules would fall outside eligibility consideration; and
  • The organisation does not seek sponsorship for projects(s)/event(s) which involve a) the
  • advancement or promotion of a religion or religious outlook or the recruitment of people to a religion or b) the advancement or promotion of a political organisation or political outlook.

Healthway co-sponsorship policy requirements

Organisations seeking TPP funding will be required to commit to the achievement of Healthway objectives. These can be found via the Healthway website and include arrangements (direct or indirect) with co-sponsors resulting in the promotion of unhealthy brands or messages.

If the organisation has given an undertaking to phase out co-sponsors over a specific transition period, this may be considered. Please contact DLGSC direct to discuss before application.

4. Application, assessment and acquittal process

  • Applicants are encouraged to speak to the department and work with them to develop an application.

4.1 Application process flowchart

  1. Submit application with supporting documentation by 5.00 pm on the closing date
  2. The department checks eligibility of all applications
  3. Panel assesses eligible applications
  4. Panel recommends grant recipients to Minister for approval
  5. Applicants notified in writing and can request feedback on outcome

4.2 Assessment criteria

Each application will be assessed based on the assessment criteria. Applications that address the criteria will receive a higher weighting.

The broad outcome areas sought for the Targeted Participation Program category three include:

  • Participation – increase the physical activity levels of low participation target groups;
  • Partnerships – increase partnerships between community service organisations and sport and active recreation groups to deliver the project; and
  • Healthy environments – increase opportunities to create healthy environments for targeted populations to participate in healthy activities.


Category three assessment criteria

Each application will be assessed based on the criteria below:

Projects must provide:

  • A safe and healthy environment for children and young people, including complying with the Working with Children Check (Criminal Record Checking) Act 2004;
  • Involvement in sport and/or active recreation in a healthy environment to engage one of the priority populations or areas; and
  • Opportunities for education, mentoring, training, leadership and healthy participation.

Projects should be:

  • Supported in partnership with other organisations through in-kind and/or financial assistance; or
  • Developed in consultation with local community members and/or sport and active recreation service providers.
  • Demonstrating the creation of healthy environments.

4.3 Acquittal requirements

Successful applicants will be subject to a grant agreement and required to fulfil a key result schedule and financial acquittal obligations.
